If drugs are as commonplace in jails as reported, removal from outside to inside changes nothing.
Man's big brain, by its very nature, hurts; 'substances' have been found to turn the pain off. That is the clever solution but not the wise one. We are born with a much higher affinity for the clever than the wise. I don't have an answer (though I do have an approach).
